Is there a way to get the app labels on the very bottom icons without moving them up 1 row?

Nope not with 1 UI. If I understand you correctly you can not do that customisation with 1 UI.

You can check the Home Up app inside Good Lock, if there's no option there, your best option is to use 3rd pary launchers like Nova.
