Why has literally every country except for australia received one ui 7 for the s23 ultra. One ui 7 lands so late in australia

I haven't got it but thinking of staying on 6.1 as i see a lot of complaints about trouble with it on S23 ultra. I am happy with my phone i don't need it to be changed.
