For example I'm talking on the phone using my Bluetooth buds. My car turns on the outside the house. The Android Auto in the car it takes the Bluetooth away from my headset so suddenly the person on the phone is talking with whoever is in the car. How do I stop this from happening unless I actually plug in the USB cable for Android Auto in the car? Basically if I have a headset connected it should never jump to something else such as the car.

Looks like it's a known issue not only for Samsung but for other brands as well. I don't think there is a built-in functionality in Android to set the Bluetooth priority.
Found someone suggesting this app from Google Play as a workaround. Haven’t tried it personally, so I can't tell if it will help your issue or not.
