If these are system hidden files, then most likely they were hidden by design as deleting them might cause some apps not to work as they arw intended to be. but if these are hidden files that were personally tagged as hidden, then, it should be ok deleting them.

system files can't be accessed using the default files.
most of those you are seeing are temporary repositories by apps.
if you delete them and you didn't get any restrictions, you should be fine
behold, those folders and files are going to show up again the moment you access apps' features that create those
