It's there with the Snapdragon 8 Elite, but Qualcomm ended it's partnership with Iridium.

So it's now up to carriers to provide the service, if they wish and are capable of doing so.

Unlike Apple and Google, Samsung currently has no agreements with Skylo, or anyone else, to provide the service.
