Not receiving all text only messages from certain numbers.

Not receiving text only messages from certain numbers. Can receive texts in same location from other numbers. Have to use mobile data for the text messages to come through.

Been happening for over a year from one number but recently started with another number.

Very annoying.

I actually received a text message from the person yesterday but came through fine.
How do I do that and what is RCS?
