Please explain me what is this? That everytime I restart my phone this always pops out even every time I switch my default messaging app. But then I think RCS messaging is still not yet activated.

As for your concern and as the prompt there states, RCS is a NEW FORM of messaging via INTERNET CONNECTION, wherein you'll be able to send/receive photos, videos, stickers, and text messages just like your usual FB chats. It is still up to you should you opt to activate the RCS option on your device or not. For more information about RCS, check out the link below.
