S23 not receiving texts from some numbers.

Sender tried sending reply to my text while standing beside me. He received message along the lines of "recipient network can't be found". I've checked my software is up to date, tried restarting phone, emptied deleted messages folder. Same thing happened a few weeks ago with same sender. Software update rectified issue then but not now. Still able to receive texts from some others.

Search Google Play Store for "carrier services" and install that.
Also check that your messages application is registered on the rcs network correctly. It will be in all of the settings of the messages app

In this context when you transfer isps the settings don't get updated. Ask your isp to cancel current connections and reenter them, this includes cancelling, turning phone off, having reset done, waiting 5 + minutes, then restarting.

Sender using what phone and app to send? Might be an issue on his end since you don't have any issues with others.

If he's trying to send via RCS, try to unregister and register again. Also, he can try sending as SMS only if still having issues.

As far as I know, sender has an Android. When texts have been exchanged in the past, I see 'delivered' and 'read' at the end of the texts I've sent him.
Another sender told me he texted me 2 days ago, but didn't realise until I asked him if he'd tried to reach me.

If your seeing delivery time stamps then it must be RCS.
RCS requires internet access, On mobile security it's not turning off mobile data are they?
