I can't connect my S24 with my PC. I used to be able to communicate via a USB cable but now I can see my S24 in Windows Explorer but it shows that the are no files even though the S24 is open.
I also tried Link to Windows but after getting as far as selecting my Microsoft account I receive a message saying login failed.

Make sure your USB settings are set to "Transferring files." You can check this by connecting your phone to your PC and searching for "USB Settings" in your phone's settings.

Updates may have changed USB specs to limit to charging. To change setttings access Developer Options and scroll down to usb settings (fair way down) and change them. Instructions to open Developer options by Googling or the search option at top right of the community page.
