Galaxy SAre you encountering any error? Like when you trying to add your AU cards in Samsung Pay? Or you are encountering the error in paying using Samsung Pay itself?
I don't think there will be an issue using your international device anywhere you go (those country that have Samsung Pay). Else all tourists that uses Samsung Pay will need a new phone every time they go here. 😁
As long as the store supports NFC payment, your phone can install Samsung Pay, you can add your card there, you're good to go.

Galaxy SI just checked, Philippines is not yet supported by Samsung Pay that's why.
If your origin phone is supported and you can install and use Samsung Pay before, then go to another country that also support Samsung Pay, then there's no issue.
You're best option is to change the CSC of your phone, you can google how to but it requires a little bit of technical knowledge and have some risks. Or as you said, use Google Pay/Wallet for now.
