Galaxy S1. Your carrier doesn’t support Chat features
2. There’s an issue with your SIM (or network settings)
Make sure Mobile Data is on, send a normal SMS (to confirm your SIM is active) and restart your phone
If it’s still not working, contact your carrier to check RCS support, and/or Samsung Support to confirm compatibility (Members App > Support > Quick help - any)

Galaxy SI had my mobile number with Telstra (the largest carrier in Australia) and I recently moved my number to Optus (the 2nd largest carrier after Telstra in Australia).
I have two Sims in my phone, one eSim and the other is a nano sim.
I have completed all the steps you have suggested, except for the last point you mentioned "to message Samsung support".
From what I've just advised do you suggest any other way to fix this issue?
I know it's not a compatibility issue, because I used to have an S22 Ultra and I never used to get such errors.
Also my sister and my wife both have an S25 Ultra each of them are using Telstra and Optus and they are not experiencing the same problem.

Galaxy SI remember trying to do this when i had two sims in my phone and I also had issues. But once I swapped to a single sim, it was fine. Can you try taking the nano sim out?
