You know I dont have a technical answer for that since I am not the developer of android. What I can tell you is that this is a similar to a Bacteria on our body. There's a bad bacteria and a good bacteria. And this one is a good bacteria, its harmless.

I suggest don't change any permissions of any system apps as it may cause unwanted problems on your phone. Only change permissions for 3rd party apps like Facebook, Google, etc.
