Im not sure if this has to do with the latest One UI beta update but I optimize my phone and then it goes to 99. I repeat it everytime and yet it doesn't the same thing so I was wondering if there is a fix for that.

I wouldn't stress about it. If it's not right it'll be corrected in Beta 8.

That has been an off and on problem for some even in Android 9. In the optimize screen have you gone to security and run a full scan? If not, do that then optimize.

I have yet to experience any problems with the Samsung Device Care feature. If you are striving for 100% and keep getting 99%, the app itself will usually give tips to help enhance optimization. Just keep experimenting with all the features available in device settings.

Also, the Samsung Members app offers utility features under the Diagnostics tab that can test the performance of your device.
