if beta is installed, it will still be the OS after the factory reset.

FR does not wipe the device to an empty state. it's a reset of everything wiping all user data and settings. when it boots back up you'll run through the setup

This is correct. if you have beta OS then you'll still have beta OS after a factory reset.
