It doesn't match the color of the brightness toggle? it should be white like it shows in the settings but its more of a grayed out color.

It looks white when Dark Mode is turned off, but with it turned on, it looks grey.

yeah i know, what im saying is it should also be white, it's stated on the settings that it's white.

In Dark mode, everything should be black and gray, like the brightness bar. In Light mode, everything should be white.

This is normal. It's the default configuration of the Notification Panel when it is in Dark Mode with the stock Color Palette. Member Khaled75 is right, it looks like white in the description but it is actually grey.
