I have a s22 and galaxy4. In google wallet and samsung pay I have setup my VISA card I have setup a transport card in samsung pay to use that VISA card
With the phone: Using samsung pay or google pay/wallet I can pay with anything and use opal transport (using my VISA card via NFC)
With the watch: I can pay with anything but can not use opal card readers. Error code that comes up on the opal card reader is error 87. I have tried google wallet and samsung pay
I have reinstalled google wallet and samsung pay on watch and phone I have factory reset the watch

I suggest sending an error report within 2-3 minutes of the issue for this to be looked into by our developers. To send an error report for a wearable, follow these steps:
Go to Galaxy Wearables app > click on the device desired on the side menu
In the side menu, tap Contact us > Error reports (in the Get help section)
Fill in details and the frequency of the issue that you have with the wearable.
