As it currently stands, you don't need to do anything, the recycle bin will empty itself every 30 days.

DiscussionJust because you think you don't need this feature it doesn't mean it's not a good feature or that it has anything to do with one being "ignorant" or not "knowledgeable". It's quite disrespectful to say that, actually.
I can agree with the first suggestion you gave which is to be able to enable or disable the recycle bin at individual app level. Some apps already let you do this (e.g. Messages, Contacts, Reminders).
I don't think removing the Recycle Bin feature altogether is required or a good thing.
