Hi,

My device:
 - Galaxy A9 (2018) SM-A920F
 - updated to latest FW version
 - also performed reset to factory defaults

There are missing options, related to QR Code support, in following places:
 - drop down menu - missing tile
 - Wi-Fi settings - no "add network" by scanning code
 - Camera - missing "enable qr" processing in settings

Please note that:
 - I didn't accepted ToS related to Bixby services
 - and I'm not interested in doing so
 - sending photos/data to Samsung cloud services is not my cup of tea

On other phones like:
 - Motorola Moto - stock firmware
 - HTC - CFW, LineageOS
I was able to find this functionality and use it without any issues.

What should I do to fix my handicapped phone?

Regards,
Mike

For my 2018 Samsung J8 I had to download a QR reader from Play Store, searching Google for best QR reader. I don't believe, not sure, that there were any qr options in various settings but this changed over time with updates. So, I guess that's something to try. Looking at both J8 and A9 specs for 2018 neither refers to a qr option.

Installed/bundled Samsung camera App can scan qr-codes with Wi-Fi credentials and allows to inject them into network settings.
Particular camera option is called "Bixby Vision", but requires ToS approval. I'm not interested.

I've found better solution. "Barcode Scanner" from "ZXing Team".
Old and picky but works fine for my requirements.
Please note that installing other "Barcode Scanner" might get you in trouble.

Next phone will be not Samsung one.
