I cannot set a password for my Samsung account. It sends me email to follow link. I click link and it takes me to Samsung pages but nothing happens. The little circle goes around but nothing loads. Unable to view or rest password. Please help. Is it a browser setting, app setting or phone setting that is causing the issue.

Can you copy paste the link in the email and use another browser? (Chrome or something else)

Just adding onto @mbckl's comment above - as he mentioned, it is most likely a browser issue, so when you access the reset password link through another browser, it may work.
If the issue persists, or it happens in multiple different browsers, please contact the Samsung Account support line on 1800 216 454.
