Galaxy NoteHi, thank you for the suggestion. Unfortunately phone cameras cannot function at the same time as the torch, as the refraction of the torch light would over-expose the image. If you have updated your Note9 camera, you can try using Night Mode and seeing if this would help with the issue you're having.

Galaxy NoteHi, the refraction would happen as the light for your phone is located in the same glass panel as your camera in the Note 9. If you were to use them both at the same time for a period of time, it would then over expose your image as the light would reflect off the glass into the camera.
I would recommend testing if Night Mode would assist with the visibility.
