How does you get rid of the notification "messenger is displaying over other apps" yes I know I can disable chat heads, but I want them. All I can do is mute the notification for up to 2 hours.

Hopefully this will help, you can try going into Settings -> Apps and then depending on your device and Android version, you will need to set it to show "System Apps".
Then select Android System -> Notifications Management -> Messenger is Displaying over other Apps -> Disable

Edit: I should say I don't use that app, so can't comment much more.
I have seen people suggest using Messenger Lite.

Hi @MattKing, thanks for reaching out. I suggest doing the following steps in order to disable this notification. 

1. Settings > About Phone > Software information > Tap 'Build number' seven times rapidly to enable Developer options. 

2. Settings > Developer options > Scroll down and toggle on "Allow screen overlays on Settings
