Galaxy SHi @MattKing, thanks for reaching out. I suggest doing the following steps in order to disable this notification.
1. Settings > About Phone > Software information > Tap 'Build number' seven times rapidly to enable Developer options.
2. Settings > Developer options > Scroll down and toggle on "Allow screen overlays on Settings

Galaxy SThen select Android System -> Notifications Management -> Messenger is Displaying over other Apps -> Disable
Edit: I should say I don't use that app, so can't comment much more.
I have seen people suggest using Messenger Lite.
