S23 Ultra - RCS is still in Setting up

Magandang Buhay!!! To the? If someone question me if my RCS is working, dont worry I question it too. My heart is very kuan- stressed na. 

Guys! Pa help naman.Im an S23 Ultra user from Philippines. Here's what happened. I got the phone last Feb 2023 since then I'm using the phone up to now. Last mon day my phone was scheduled for a auto restart at 5AM after that I saw in Google Message app that my RCS is setting up(up to now) I called my carrier regarding this if there's a provision on the account that's why it's not working, I called Samsung we did some troubleshooting that leads to factory reset the device so when we did that it prompted this. (See attached photo) hope you can help me with my concern.

Yep I'm currently trying it on my dad's phone, it's been stuck on Setting Up for more than a year now
