Whenever I send a video to anyone via phone message, the quality is very poor, large pixels.
Why is thus and can I fix using setting?
My phone is set as high quality.
Would appreciate any suggestions

It depends on whether you've taken the video/photo using the phone's own camera. While newer phones will have good inbuilt cameras sometimes it better to get a camera app from Google Play.
I have and use several camera apps on my phone downloaded from Play Store. Depends on what I use it for I can choose the right camera app to use for my subjects.
Settings doesn't generally help you with quality of output. But it may help you with the quality of pixels.
The other thing is I also use several different photo and video enhancement apps for clear focus and clarity.
I hope you find a solution to your issue.

It's explained here https://www.androidpolice.com/why-text-message-videos-look-blurry-how-to-fix/

Personally I use Quick Share or file sharing tools which I trust, example https://send.vis.ee/

When you send a video or picture or any kind of multimedia content via phone message you're actually sending it via something called MMS which is basically an enhanced version of SMS. MMS stands for multimedia messaging service, it's quite dated (much like SMS), and MMS messages are sent over the cellular network, so even a weak 3G signal is enough to send and receive them, but to be blunt, they aren't much chop. Due to how old the MMS standard is nowadays it's quite limited in terms of how much data can be sent and received so when you try and send a video of a high quality (and large file size) your phone has to re-render that video at a much lower quality to bring the file size down so it fits within that limitation. The result is, good video becomes so bad it's almost unwatchable in some cases. The audio takes a hit as well and so the videos end up sounding like *** too. Unfortunately there is no setting that you can change to fix this as it's not dependant on your phone or any of your settings, it's a limitation of the standard itself, which makes MMS really only good for sending pictures in my opinion. The best workaround is to download a messaging app like WhatsApp, which is probably the most universally and widely used 3rd party messaging app in the world I would say, and because it connects people over a data connection rather than a cellular connection, it sends the file at its original quality and size. Another option is something like Google messages which combines traditional SMS and MMS standards with a newer standard called RCS that ultimately acts much like WhatsApp but ties RCS, SMS and MMS under the one app rather than having to use a separate one - with one caveat; The person you're sending the message to also needs to be using an RCS enabled messaging app (The two biggest being Google messages and Apple iMessage) to be able to send them the higher quality RCS content, if they aren't then it reverts back to MMS and SMS, and then you have the same problem all over again.. you need to bear in mind that originally, SMS was only ever meant to be for short messages (hence its name, short message service), limited to text only, and just 160 characters per msg! Lol.. so yeh, high quality video..? WhatsApp 😎

If you use Samsung messages, look down bottom. Turn on what is know as link share and it will send full size image or video via a link that's valid for a few days. See images1753836199576.jpg1753836199590.jpg

I moved from Samsung's to Google's Messages app long time ago. It looks like a good time to revisit
