Galaxy SAlso you could try using the diagnostic tool in the Samsung Members app to see if there's a problem with the NFC module.

Galaxy SHave you checked Galaxy Store to see if 'Samsung Pay Framework' needs updating or has it been disabled or put into auto Deep Sleep by the 'DeviceCare' app or set as Restricted under battery in APP Info.
You said you were using Google Wallet, has Google Services & G-Wallet got all required permissions enabled.
Have you checked if the application you use for payments is set as Default.
I had similar issues after I Restored my Apps as, I accidentally did a complete Factory Reset after messing around with launching APP Activities, my issue ended up being my attached card, had to remove and re-add it, on that note have you had the Card replaced i.e. is it the same card from when you added it originally or has it been replaced because it expired maybe, when you add a card it also adds a different Card Number from the one printed on the card.
This would only change if the card was reissued because it was reported Lost/Stolen
Not sure if it's relevant to 'Tap & Pay' but is 'Nearby Device Scanning' Enabled in
Settings>Connections>More Connection Settings
