That's happening on my Sprint Galaxy S10+. I get a text message and it vibrates fine but the notification on my lockscreen will flash and then only show up after like seconds on actually going to the homescreen.
Yup. I submitted this as an issue already but you should as well. I don't get any pop-up notifications for any messaging apps, but I do for other apps. Messaging notifications I get are the notification icons and Edge Lighting, and notifications on the lock screen.
