As early I posted about live effect on Galaxy phone. I did not give as I kept playing with one picture then I found it
Here the tips
Go to gallery and find picture of cat or people
Select that picture then click on 3 dot bottom right of your screen
Select detail
(see photo below)
Once you click on detail live effect a long side with the option is call remaster will pop up on the left your screen
From there you transform photo into life effect
I hope that Samsung going to updates with full detail on tips applications with proper instructions
