I really wanted to have the One UI 3 update, sadly i cannot since i have android version 9:< Is it possible to include the late versions with the update?
What determines if you get the update or not is the model of your phone not the android version you currently have. So if your phone model falls within the list of confirmed models to receive it, then all you can do is wait for the release date.

It mainly depends on your model unit, and NOT on what OS version you're currently running on. Forced upgrading your device may compromise it further as the compatibility may not suit your device unit, and features included may also not run compatibly. Waiting for the proper released of the firmware compatible with your model unit may be the best solution to your concern.
