We are sorry to hear this issue and definitely understand how frustrating that must be for you to restart the device to record a video. Please try the below troubleshooting steps and see if it helps to solve the issue:
Reduce Resolution: Open the Camera app > Settings (gear icon) > Video Resolution. Lower the resolution for smoother performance (e.g., switch from 4K to 1080p or 720p).
Boot your phone into Safe Mode to see if third-party apps are causing the lag: Press and hold the Power button > Long-press Power Off > Tap Safe Mode.
Test the Camera app. If it works smoothly in Safe Mode, uninstall recently downloaded apps that could interfere with the camera.
Sometimes, a reset can resolve glitches: Open the Camera app > Settings > Scroll to Reset Settings > Confirm.
Clear System Cache Partition. Unlike clearing the app cache, this targets system-level issues:
Turn off your phone. Press and hold Volume Up + Power Button until the Samsung logo appears. Use the volume buttons to navigate to Wipe Cache Partition and confirm with the power button. Select Reboot System Now.
If all else fails, consider resetting your phone after backing up your data.
