It sounds like the device is stuck due to Factory Reset Protection (FRP), which is designed to prevent unauthorized access after a reset. When FRP is active, you typically need the Google account credentials that were used previously on the device to set it up again. If you don’t have those credentials, it can be difficult to bypass FRP.
If you know the email associated with the previous account but don’t have the password, you can try using Google's account recovery to reset the password: Go to Google Account Recovery > Follow the instructions to recover or reset the Google account.
If neither of the above options works, you can take the phone to a Samsung Authorized Service Center. They can assist you with verifying ownership and possibly removing the FRP lock.

Unfortunately, FRP is a security feature designed to protect against theft, so bypassing it without the original Google account information is very difficult without proper verification.
