Wifi keeps disconnecting or going "unstable" on brand new A70

Got a new A70 to replace my old Note 4, but the wifi is much worse on this A70.  It keeps randomly disconnecting and using data, often seamlessly enough that I probably wouldn't even notice if it weren't for all these "you've used all your data" warnings I get from my carrier.  Sometimes the video I am streaming stops, and I look at the wifi symbol and it is gone.  Other times it has an exclamation mark on it.  It usually does not reconnect on its own, I am forced to turn off and on wifi, and then it magically works fine again. 

 

I have turned off both "switch to mobile data" and "turn off wifi automatically" settings.  It is almost behaving as if the "Switch to mobile data when wifi  is weak or unstable" setting is turned on, even though it is definitely turned off.  I do not have any "keep wifi on while asleep" setting like older phones do.  I have tried rebooting the phone.  I have all the latest updates. 

 

Don't tell me it's my router, because my old Note 4 never had these issues, on the exact same router at the exact same distances.  Nor does any device in my home have these issues.  This wifi instability issue with the A70 is costing me my data, and here in Canada data is very expensive!

did you check if your wi fi power saving mode is off??

Wifi power saving is not an option on the A70, but all similar settings like "turn off wifi when unstable" is turned off.  I even found the developer setting called "wifi safe mode", which only exists on the A70, which tells me Samsung knows it has bad wifi, but that setting does not help. 

 

I've tried literally every fix ever mentioned on Google.  I've tried static IP.  I've tried changing WPA2 to WPA.  I've tried changing channels.  I've tried uninstalling apps.  I've tried going into the special system menus with the phone dialer and doing the wifi log and reset thing.  I've tried resetting my router.  I've tried factory resetting my phone. 

 

The only consistency I've noticed is that the wifi seems to drop when the phone is loading something - when I first start a Netflix video, first start a Youtube video, load a new level in a game, etc, about 1/10 times I do this the wifi will disconnect completely.  It's like the phone can't handle doing both at once.
