Because Samsung, Optus & Vodafone have already released their updates.

As for Android 13, it's nowhere near getting released.
It only went into Developer Preview on the 10th February.

Hi @Marcusg6, the One UI 4.0 update began rollout for the Note 20 series on January 29 for Optus, Vodafone, and XSA variants.

At the present, Telstra is still completing carrier testing and is scheduled to release it by the end of the month.
