Did you hide it with GoodLock QuickStar?
What Note device do you have & what Android version?
You mean the Status Bar & not the QS Tiles... right?

Your other issue with Swiping Down sounds like it's also related to GoodLock's QuickStar settings.

If you're connected to WIFI, you won't see the mobile data icon.

As per the new update, it is removed from the notification panel.
For enable to mobile network please go through the below steps:
Go to settings >> Connections >> Mobile network >> Mobile data >> enable or disable

They weren't asking how to Toggle Mobile Data on - They were asking why they don't see the Mobile Data Icon on the Status Bar.
And with One UI V2.0 / V2.1 you don't have to go Settings - Connections to enable Mobile Data - It's available in the QS Tiles / QS Headers.
On previous versions of Android - You can enable the Mobile Data Toggle with adb..
