Why secure folder is using lots of background data? How to prevent it? Sync is off and I've stored just 10 pictures in it.

What makes you think that Secure Folder is using Data?
Settings - Apps - Three Dot Menu Top Right - Show System Apps - Search for Secure Folder & you should see something like this 🐧
