Galaxy NoteHi perl57, If you did not perform factory reset , please do it by following given steps backup and try factory reset and check if the issue persist. Important: Please make a backup and save all information you need before factory reset, otherwise your personal information may not be recovered. Here are the steps to backup your data: Backup from Samsung account--Apps > Settings > Cloud > Backup > Select the data > Back up now. Backup from Google account--Apps > Settings > Backup and reset. Here are the steps for factory reset, settings>>General management>>Reset>>Factory data reset>>Scroll down to the bottom and tap on Reset>> Delete All.

Galaxy NoteHi perl57, We suggest you to check if an app is accessing the security policy on your mobile.
Please follow the step given below:
Open settings>>Tap on Biometrics and security >>Click on Other security settings>>Click on Device admin apps>>Press the toggle button to disable the access for the application>>Click on Deactivate.
Try to restart your device after performing these steps and try accessing the camera.
