Galaxy SWiFi calling is designed to activate *when cellular connection is unreliable*. If you have a solid cellular connection, there's no reason to want to use WiFi calling. If a cellular connection is bad, WiFi calling will automatically activate when the call is dialled.
If both WiFi and cellular signals are strong, there's virtually no difference in call quality -- an argument can be made that cellular actually has higher quality due to its elevated priority.

The missing preference setting (e.g., Wi-Fi preferred vs. Mobile preferred) is often controlled by your carrier.
Can you please tell us, is your Galaxy S24+ an unlocked model, or is it carrier-branded purchased directly from a carrier?

Thanks for confirming that! Since your S24+ was purchased through a carrier, it’s very likely that the carrier has chosen to disable the Wi-Fi Calling preference setting in their firmware.
Do you recall if your previous device (like the S21 Ultra) was also from the same carrier and had the setting?
If you haven't tried to perform Reset Network Settings, please perform network reset and see if it helps. Go to: Settings > General management > Reset > Reset network settings. This will reset all Wi-Fi, mobile data, and Bluetooth settings (but won’t delete personal data). May trigger the device to reload carrier config files, which can restore hidden options.
