Please check the below settings once again. It sounds like there might be a system setting or app that has re-enabled on your phone.
Go to Settings > Sounds and vibration > System vibration and make sure all unnecessary options are turned off.
Disable Vibration for Certain Apps: Go to Settings > Apps > (Select App) > Notifications and turn off vibration for individual apps that may still have it enabled.
Reset Vibration Preferences: You can try resetting all vibration settings by going to Settings > General management > Reset > Reset accessibility settings.
If none of these work, you could try restarting your phone and see if it helps to solve the issue.

Galaxy SI even reset it. I find it odd. & The vibration for notifications is late it rings then 3 minutes later it vibrates.

If you haven't tried to perfrom Safe mode, please Boot into Safe Mode by holding the power button, then long-pressing Power off and tapping Safe mode. Test if the issue persists. if not, a third-party app could be causing the problem.
