Screen dimming by itself with adaptive brightness off.

After shutting off adaptive brightness and video enhancer, when opening certain apps like YouTube or Instagram, the screen gets dim and then brightens up for 2 to 3 seconds. Anyone experience this?

Hi j0n, Could you please let us know the model number and android version of your Samsung device. If you have your device set to Power saving mode, the device will adjust the screen for optimum power saving. Please turn off Power saving mode and check if the issue got resolved.

My phone is the S21 Ultra and all software has been updated to the latest version. After going in and out of apps, It seems to be only happening in youtube. when I open the app, it brightens. When I leave, it darkens. This never happened before. Video enhancer is not turned on, but colour enhancement is. Not sure if that's the problem. Any help would be appreciated. Thanks

2023 and this is still an issue for me. Adaptive brightness is OFF. I even have extra brightness ON. The screen just dims itself whenever it feels like it, regardless of what app I'm on.
I got this phone in 2021, and this was an issue straight out of the box.
I have a severe vision impairment that requires a very bright screen. This is phone is horrible! There's literally no way to brighten the screen back when it dims, because the brightness slider is already maxed out.
I've had every Galaxy S since S3, and the 22 is the only one with this problem.
My phone is fully up to date.
I would trade it in in a second if it was paid off. 
I'm my semi-professional opinion, I think Samsung packed a bunch of really neat featured into a phone with a subpar processor that can't  take the heat, so it's dims itself in an attempt to cool itself down.
