notification panel not sliding down in portrait mode but works on landscape and on locked screen on Samsung A8 plus

Hi Munka,

I suggest you to power off your device, clean the device screen with a dry cloth and switch on the device to check if it works. The screen protector can also be the reason for the issue.

Nothing to do with this issue.

It's likely to be a conflict with GoodLock's QuickStar - Switch to the Default Setting for QuickStar or Toggle Off QuickStar.

Note* If you Use Nova Launcher instead of the Samsung Launcher - You won't have this problem.
