So I figured out how to get into the beta program in Canada.

I've done the impossible. Canada and beta together at last.

Anyways all you need to do is turn off your esim if you have one or remove your Sim card. Then use a vpn to connect to USA. 

Then go to the app information of Samsung Members and delete the cache. 

And then open the app again. 

It should say something about the app being different based on the country change and it'll reload and the beta banner is all the way at the bottom.

Obviously you have to be hooked up to Wi-Fi then right with no SIM card

Yes, you do need to be connected to WiFi but it doesn't matter what WiFi you are using, as long as you use a VPN that is connected to one of the country's that is in the beta program you should have any issues.
