As adviced by h0h0h0, to minimize interruptions, you can turn off location services by going to Settings > Location and toggling it off. Then, selectively allow location access for apps only when you're actively using them by setting permissions to "Allow only while using the app."
This approach helps reduce unnecessary prompts and ensures that apps access your location only when needed.

Galaxy SProbably a background or system application that wants to use location services but currently isn't allowed to. Would be nice if the the application also displayed who it is.
Try opening up settings and check your running services when this pop-up appears. It might be in the list of running services.
