We understand your frustration if you've selected "None" for the Device control section in the Quick Panel settings, it shouldn't continue to appear, especially if you don’t use SmartThings or other connected devices. Based on your description, this does sound like unintended behavior or a UI bug following recent changes to the panel layout in One UI 6.1 or 7.
Please try these steps go to: Settings > Notifications > Advanced settings > Device control & Media output. Set Device control to None. Set Media output to None (if not used). Then go to:
Quick Panel > Tap the 3-dot menu > Quick Panel layout. Switch between Combined and Separate panel views. Test if the controls still show in both modes.
If that doesn't work, please send a report through the Samsung Members app so our development team can investigate further.
