Hi, Welcome to the Samsung Members Community Canada. For mobile data, Go to settings > Connections > Data usage > Disable mobile data access and usage.
You can select which app you wish to run on Wi-Fi or mobile data.
If you are specifically talking about not using the mobile hotspot for apps, you need to manually disable and enable data usage for apps every time you connect to the hotspot.
