The update took to much time manufacturers should be like apple pushed updates often because it's annoying 😑
Some of the updates have deeper bug fixes and security patches closer to the lower levels of the OS below the UI.
I believe what you're asking for is delta updates, and I think Android has had that long before iOS has.
EDIT: searched as I'm typing this and I stand corrected iOS implemted a standardized delta updates however BlackBerry OS had some concept of this in use, yet if at all sparingly used and not a standard set nor implementation
