Many features on dex are missing that its desktop counterparts have.
1. Cannot rearrange monitors.
2. Cannot move windows between screens.
3. No support for high refresh rate on external screens (even at 1080p).
And other threads can be found throught Samsung's community posts that discuss other issues with usability. Not sure if any of these will ever be implemented, throwing my two cents out there. Above would make Dex a little more usable than it is already.
Other features that'd be great:
1. Being able to pin apps in the quick menu to use all the empty space in large tablets (Galaxy Tab S10, S10+, Ultra etc.)
2. Hide folders instead of just apps (takes a long while to hide each app in Dex)
3. Project to windows with the second screen feature at high res and refresh rate without third party apps.
4. An actual suite of word editor apps that aren't as scuffed as the other editors like google docs or mc word.
Thanks for sharing this thoughtful list you're absolutely right, DeX has a ton of potential, but it's missing several core features that would bring it closer to a full desktop experience.
