I just got a new credit card from CIBC and had the same issue, but upon speaking to a representative from CIBC, it turns out my card wasn't activated yet. They activated the card, and then it worked in Samsung Wallet.
Thanks @Danyboy191 for your comment. I should have updated mine by now, but forgot to.
So for my case, the cards were activated and I was able to add them to Google wallet, but not Samsung Wallet. So after contacting CIBC multiple times, they managed to transfer my case to the right team. They told me that they were blocking Samsung wallet from my devices for some reason. So I gave them my devices model numbers and they managed to allow me to register my cards finally!
So in short, this is issue has nothing to do with Samsung Wallet, just keep contacting the bank to resolve the issue.
