Only photo mode can be used to record video in a 4:3 aspect ratio. Set the ratio to 4:3 in photo mode, then press and hold the shutter button, and it will record the video in 4:3 ratio.
Remember that the maximum aspect ratio for this method is 1080p, neither less nor more.
