Sync 2 Samsung tablets, without Samsung account. Use 3rd party application?

Hello,

I have 2 Samsung Galaxy tablets, Tab A and I want to synchronize them so they have the same apps on both tablets. 

(I dont have a cellphone so I cant do 2 step verification which is required for Samsung Cloud, which is where I would sync the tablets)

If I need to use the QR scanner, I don't have to wonder which tablet the scanner is on . . it will be on both tablets.

Also:

Google Play Store app does not work. I have the app, but when I press the app, it says "item not found, try again".

How do I fix this?

Hi Mark,

Have you tried using the same Google account on both the devices, so that they will sync the data on both the Tablets.
