I removed all facebook apps long time ago.  Never installed facebook.

In android 10, facebook can only be disabled, is it the same for android 8.1?

Where are you seeing this?
Are you certain that you disabled all the FB stubs?
There's a number of apps on the Play Store that are not limited like the built-in Samsung "disable" in Settings - Apps - That are more effective in Disabling System Apps...

disabled? I used 'pm remove' in shell to purge facebook.

I adopt a scorched earth policy with apps such as facebook. Also, no prisoners taken. Moreover I have the "face" recognition apps under surveillance... I don't know why but I have this feeling they're suspicious... :)
