Businesses must comply with specific regulations as a business. These are provincial regulations and each province is different.
Businesses and private citizens have different regulations.

As mentioned by@Cassidy, you cannot record calls in Samsung devices in Canada. This option is removed from the device. However, you can use any third-party app from the play store as mentioned by@CHMultimedia and @jamesy.
